C.A.T.S. strives to grow as an organization committed to our mission to deliver highly professional, state-of-the-art chemical dependency and mental health services to the under-served and under-represented.
History
In 1990, the Community Assessment Foundation opened its doors in Cleveland, Ohio to provide chemical dependency and mental health services, rehabilitation, and empowerment to private individuals as well as to individuals referred from the justice system who were suffering with substance abuse and/or mental health problems. The Community Assessment Foundation originally provided services in affiliation with St. Michael’s Hospital, located in Cleveland’s Broadway-Fleet neighborhood.
In 1994, the Community Assessment Foundation became a full-fledged non-profit, human services organization as Community Assessment and Treatment Services, Inc. (C.A.T.S.).
In 2002, with St. Michael's Hospital closing, C.A.T.S. moved to a new Administration/Men's Residential Services Building near the intersection of Broadway Avenue and Harvard Avenue in Cleveland's historic Slavic Village neighborhood.
Over the past 14 years C.A.T.S. has provided the highest-quality drug and alcohol addiction and mental health services to over 17,000 men and women.
Overview
C.A.T.S. currently operates three facilities (two residential and one outpatient) in Cleveland. The Administration/Men's Residential Services Building houses the Men's Residential Treatment Program as well as the Men's Therapeutic Community. The Women’s Residential Treatment Program is housed next to the Holy Name Catholic Church, across Broadway Avenue from the C.A.T.S. Administration/Men's Residential Services Building. The Intensive Outpatient Program occupies space in the Agora building on Euclid Avenue.
C.A.T.S. employs a staff of 70 professional and support personnel.
The services C.A.T.S. provides are funded through a combination of client self-pay, state and county government fee for services, private foundation donations and grants, and individual giving.

C.A.T.S. is accredited or licensed to operate by the following organizations:

- The Alcohol and Drug Addiction Services Board of Cuyahoga County
- The City of Cleveland Department of Justice Affairs
- The Ohio Department of Rehabilitation and Correction (ODRC)
